There have been pieces of legislation that increased the regulatory burden of financial firms. The Federal Deposit Insurance Corporation Improvement Act of 1991 “greatly increased the powers and authority of the FDIC,” in the agency’s own terms. The Community Reinvestment Act of 1977, which obliged mortgage lenders to lend to people who could not afford it, was reinforced by the Gramm-Leach-Bliley Act of 1999, leading to the subprime crisis. The Federal Deposit Insurance Reform Act of 2002 increased the FDIC’s discretion.
